Vehicle Code section 17150 makes every owner of a motor vehicle liable for death or injury resulting from a negligent or wrongful act in the operation of the vehicle by any person using it with the owner's permission, express or implied (Veh. Code 17150, leginfo). That matters when the driver was borrowing a relative's car, driving a vehicle registered to a small business, or operating a rental. A separate line of responsibility exists when the driver was working at the time, because an employer can be answerable for employee driving within the scope of employment. Identifying the registered owner and the employment relationship in the first weeks changes which insurance policies are in play.
California's financial responsibility rules set floors, not adequate protection. The Department of Motor Vehicles states the minimum liability insurance limits as $30,000 for bodily injury or death to one person, $60,000 for bodily injury or death to more than one person, and $15,000 for property damage, and lists a cash deposit or surety bond of $75,000 as alternatives to a policy (California DMV insurance requirements). A single ambulance transport, emergency imaging and a short hospital stay can approach or exceed the per-person floor, which is why uninsured and underinsured motorist coverage on the injured person's own policy often ends up carrying part of a serious claim.

Gaps in treatment become arguments that the injury resolved. Where an injured person delays care because of cost, insurance confusion or work obligations, that delay tends to reappear as an offer reduction rather than as a sympathetic fact.
Code of Civil Procedure section 335.1 allows two years for an injury or death that another party's wrongful act or neglect brought about (CCP 335.1, FindLaw).
